South Carolina governor Henry McMaster has lifted the evacuation order for remaining S.C. Counties, and the Citadel has begun recovery actions in preparation for the reopening of the campus and reconstitution of the South Carolina Corps of Cadets.
The Citadel campus remains closed today and Saturday, and all campus activities, including classes, sporting events, visits and meetings are canceled. Online classes continue as scheduled unless faculty notify students otherwise.
Members of the South Carolina Corps of Cadets should plan on returning to campus Sunday September 8. The barracks will be open that day by noon, and there will be a 4:30 p.m. Muster formation for the Corps. Coward Hall dining facility will be open for dinner. Members of the Corps of Cadets with questions should contact their chain of command and their TAC officer.
At this time, Citadel officials are planning a return to normal operations, including classes of both The Corps and The Citadel Graduate College on Monday September 9.
Essential personnel should continue to report for work as required. Employees who may be delayed in returning to work due to hurricane impacts should communicate with supervisors.
College officials are committed to ensuring a quality academic experience for all students this semester, despite the extended cancellation of classes. The Citadel’s faculty have begun planning to enable the achievement of course objectives and preparation for exams later this semester. These adjustments will be announced later.

Hurricane Dorian has continued moving toward the Southeast Coast, and poses a threat of high winds, coastal flooding, life-threatening storm surge and potential tornadic activity as it approaches our area Thursday.
Therefore, Governor McMaster has directed a mandatory evacuation of South Carolina Coastal Counties beginning at noon September 2. In compliance with that order, all campus activities with the exception of hurricane preparation, are canceled until further notice. The Citadel Corps of Cadets will be released after their last duty September 2, which will be no later than noon. Once these duties are complete, every member of the Corps of Cadets will depart the campus in an orderly fashion, in accordance with the Citadel’s hurricane evacuation plans. Faculty & staff members who are non-essential for securing the campus and taking campus closure or emergency actions should not report to work September 2. Online classes will continue as scheduled, unless faculty notify students otherwise.
The Commandant’s office designates representatives to account for and monitor the transportation and relocation of all cadets. Under this process, TAC Officers check tracking and accountability rosters to insure that all cadets are included and have a form of transportation out of the evacuation area. Cadets will be instructed to keep their families informed of their departure arrangements and their location throughout the evacuation process.
The South Carolina Department of Public Safety and the South Carolina Department of Transportation have announced that at noon September 2, they will reverse the direction of traffic along I-26 so that all four lanes will be westbound until the I-26 crossover to I-77 just outside Columbia in Lexington County. Please stay tuned to local news for further traffic updates.
Campus emergency response personnel will continue to monitor the situation and issue updates as necessary. The Citadel’s Athletic Department is examining hurricane impacts on each team’s schedule, and will announce any schedule changes once determined.

The National Hurricane Center continues to track Hurricane Dorian as it continues moving northwest for the next few days, then turns more west-northwest toward Florida and the Southeast U.S. this weekend, likely strengthening into a major hurricane. It is too soon to know with certainty if there will be any direct impacts from Dorian for the Georgia Coastal Empire and South Carolina Lowcountry. Current models have the storm turning northward after approaching Florida, and we expect strong impacts in Georgia and the Carolinas Thursday, September 5.
However, moderate to major levels of tidal flooding are expected through at least the middle of next week, even if Dorian remains well away from the area. In addition, the threat for heavy rainfall-induced freshwater flooding will also increase early next week.

Tropical storms and hurricanes are among the most serious meteorological developments that can impact campus due to its coastal location. As a storm develops that may impact the Charleston area, the college’s emergency response team coordinates operational plans in conjunction with county emergency management officials.
As the storm or hurricane approaches, the campus community is notified via email, and through the campus command structure, to prepare well in advance of any impact to the region. Updates are then provided with each operational stage of storm safety management.
If it is determined that classes and athletic events must be canceled, campus will close, or a full evacuation is needed, The Citadel BulldogAlert system sends emergency messages via phone, text message and email to subscribers who include cadets, students, faculty and staff, as each development occurs. BulldogAlerts are also posted on this public page.
Additionally, emergency notifications are posted on the The Citadel Today newsroom and on the college’s Facebook and mxvpm加速中心官网 pages as needed.

The Office of the Commandant of Cadets has plans in place for safe, orderly evacuation of campus if this measure is necessary. The Citadel’s administration remains in close touch with state and county emergency response officials so we can take these measures if necessary.
If a decision is made to evacuate campus, the Commandant’s team of TAC officers, staff and cadet leadership lead members of the Corps through standard operating procedures that include securing personal belongings, turning in rifles and an accountability system to ensure every cadet has transportation to a safe location and back to campus when it is time. Cadets are responsible for keeping their families apprised of their whereabouts.
Following an evacuation, reconstitution schedules will be communicated through the channels listed above.

The safety of our campus community is our primary concern; therefore, all public activities including day and evening classes for Thursday, October 11 are canceled. The Citadel, like all state agencies, follows the reporting guidance prepared by our county government. Charleston County offices will be closed tomorrow, and The Citadel will follow suit. Online classes will continue as scheduled, as will all CGC Wednesday evening classes. Cadets will remain on campus.
Faculty & staff members who are non-essential for securing the campus, taking emergency actions or serving the S.C. Corps of Cadets will be released after their last scheduled duty today. The major concerns for local emergency officials are the potential for tornadic activity and potentially dangerous conditions for commuters.
Our top priority is always the safety of all members of our community. Campus emergency response personnel will continue to monitor the situation, coordinate with Charleston County and state emergency management agencies and we will issue updates as necessary. Hurricane Michael is gaining strength in the Gulf of Mexico and is expected to make landfall in Florida tonight. The cyclone should weaken significantly as it crosses the southeast before moving back over the Atlantic. A Tropical Storm Warning is in effect for coastal South Carolina from the Savannah River to the Santee River.
Currently, we expect the Charleston area to receive strong winds of 25 to 35 miles per hour with gusts up to 50 miles per hour. The storm may also include the threat of tornadoes and heavy rainfall through Friday morning. Ponding on roadways is possible, which could result in some road closures.
The Citadel’s emergency response team is in close contact with Charleston County and State emergency management officials as they monitor the storm. The Citadel will follow reporting instructions issued by Charleston County Emergency Management officials. The college will also continue to receive regular updates from the National Hurricane Center and National Weather Service in Charleston. At this time the college has not canceled classes, and Parent’s Day activities will continue as scheduled.
We will continue to prioritize the safety of faculty, staff and students, and announce and take appropriate actions as we receive storm updates. The college will provide updates as needed.

The Citadel’s emergency management team has completed an assessment of the campus to assure safe conditions for return to normal operations. Following coordination with state and county officials, The Citadel will have employees return to work on their normal schedule Monday September 17.
The Citadel will return to normal operations, including all classes, on Tuesday September 18. On Monday the barracks will be reopened to returning cadets starting at 1 p.m., with an accountability formation at 6 p.m. Supper will be available at Coward Hall for returning cadets. Online classes will continue as scheduled.
Anyone traveling back to campus should closely monitor state and local channels and comply with official travel advisories. At this time several interstate highway routes through North Carolina are impacted by storm conditions. The latest travel advisories for North Carolina are available at the following website: http://tims.ncdot.gov/tims. Some local routes in South Carolina are also affected by storm conditions. The South Carolina Department of Transportation maintains a website with the latest information on route closures. Tropical Cyclone Florence made landfall overnight near Wrightsville Beach, North Carolina. Most weather models predict the storm to move westward slowly with high winds, heavy rains and storm surges varying by proximity to the center of the storm. Charleston County remains under an evacuation order, and we are expected to receive tropical storm force winds and heavy rain starting later today and continuing into Saturday.

As of 0800 this morning, 9 September, Citadel officials have declared OPCON 3, a status consistent with Charleston County emergency response officials. We remain in contact with County, State and Federal agencies responsible for tracking the storm and taking actions to prepare for landfall.
At this time, according to the National Weather Service, Tropical Cyclone Florence is expected to reach Hurricane strength on today and forecast to become a major hurricane by Monday morning as it moves to the west and west-northwest through the first part of this week. By Thursday afternoon, Florence is forecast to approach the Southeast coastline as a major hurricane. While the National Hurricane Center has shifted the track slightly to the north, the strength and track remain highly uncertain and further track shifts are possible. It remains too early to determine where along the Southeast Coast landfall is possible. The Citadel will continue to monitor the storm and maintain close contact with Charleston County and State officials.

The Corps of Cadets should follow the Commandant’s Operations Order: Exams, Winter Furlough, and Muster, dated 28 November 2017 for return to campus. The campus will reopen as planned following the Winter Furlough.
- The Barracks will open at 1430 hrs.
- The Barber Shop will be open for those cadets needing haircuts, 1400 to 1800 hours. It will reopen at 0730 the following morning.
- The Warehouse will be open from 1500 to 1800 hours.
- Evening meal will be available for all cadets from 1700 to 1900 hours (cadets need to be in the appropriate uniform and properly groomed).
- At 1815 hours, a muster formation will be conducted (Annex D, Muster Formation Procedures).
- Cadets with travel issues should contact their cadet chain of command and their TAC officer to provide details of their situation.
- Most roads in Charleston are open. Main roads are passable, but many secondary roads still have snow or ice. Travelers should use good judgement and check local resources along their route for traffic updates. The Citadel campus will be CLOSED Wednesday January 3 due to expected severe winter weather. County officials expect a significant “wintry mix” to impact our area, starting about 8 a.m. tomorrow. Up to 1-4 inches of snow are expected along the coast, with a mix of snow, sleet and freezing rain elsewhere in the tri-county area.
All campus activities for tomorrow are canceled. Faculty and staff who are not essential for emergency operations should not report to work.
